Sint Maarten chooses new ID and driving license cards

The Civil Registry Department (CRD) of Sint Maarten, has been issuing the national ID cards and driving licenses of this Caribbean country for several years. At the end of 2016, the department concluded that the old personalisation solution (software and printers) no longer met the technical requirements and that technical support was lacking. Moreover, to prevent counterfeiting, it was necessary to improve the card security and the durability of both documents proved to be an issue. This awareness led Sint Maarten to look for a new, improved card-personalisation infrastructure to guarantee the quality and continuity of its services.

“The civil registry of Sint Maarten has about 59,900 registered citizens and the responsibility to issue the national ID card and driving license. Annually, approximately 10,000 ID cards and 5,000 driving licenses are produced. These documents play a vital role in our society and we must be able to rely on them.”

— Kathy Snijders, head of the CRD

Secure documents, proven card management

After an international tender, the project for a new ID card and driving license issuance system could be started in close cooperation with the CRD. The first choice made was to convert the formerly thermal printed cards into highly secure & durable laser-engraved documents, including various pre-printed security features. To drive the card issuance process, Sint Maarten opted for the proven card management application CAS that provides an interface with the civil registry PIVA NOBO. Data from the old issuing system could be migrated and the document flow associated with a card application was fully digitized.

“Not only does the new issuing system for ID cards and driving license meet all our expectations, but more importantly, we have exceeded the public expectations. Our citizens are now assured that they can apply for and receive a card with one appointment ". Moreover, we have noticed that the quality of our new documents has not gone unnoticed outside of Sint Maarten.”
