Aruba opts for the insourcing of ID card production

Aruba is one of the Caribbean countries, besides Curaçao and Sint Maarten, that is part of the Kingdom of the Netherlands. For the personalisation of its ID card, called the Cedula, Aruba relied on outsourcing (overseas production by third parties) for many years. To improve the service for its citizens and, at the same time, to offer a high-quality form of card personalization, Aruba has opted (since mid-2015) for the issuance of Cedula's at her Civil Registry office DBSB.

Service and quality decisive

Citizens who previously applied for a Cedula had to go to the DBSB office for both the application and the receipt of the document. Furthermore, a waiting time of up to a few weeks had to be taken into account and no solution was offered for persons who - due to a physical limitation - cannot come to a DBSB office.

Besides improving the service for its citizens, the DBSB required a high-quality form of card personalization with a preference for a laser-engraved ID. With these documents the personal data is burned in all layers of the card by means of a laser beam, which offers optimal protection against fraud and wear & tear.

High-tech and user-friendly

Today, Aruban citizens can make an appointment to obtain a Cedula every day of the week and their card is issued immediately. To achieve this, a complete ID-infrastructure has been delivered which is designed around a customized Card Management Application. The latter retrieves personal data from the civil registry, provides a step-by-step application process, drives hardware and guarantees the DBSB of a fully controlled issuing process.

All supporting processes such as taking card holder pictures, digital signatures and scanning additional documents are also managed with this application. In combination with desktop laser engravers, the DBSB has obtained a customer-friendly, high-tech card personalisation set-up that also facilitates the issuance of Cedula’s for disabled persons through mobile issuance stations.
